The Poverty Research and Employment Facilitation project (PREF) is a UNDP supported policy intervention with funding from the Government of Sweden. The Poverty Research Group is a component :f this project, and was established in July 2001, under the supervision of the Ministry of Finance and Economy. The immediate project objective of PRG was to strengthen national capacity in the areas of poverty research, formulation analysis and monitoring of poverty indicators. And in line with this, PRG let and then managed, several subcontracted pieces of research during 2003. This report is the second research study to be published by the PRG and addresses the difficult topic of how to bring herder's assets (largely their livestock holdings) more effectively into the orovide process. This topic principle concerns, firstly how herders might work more productively through cooperative; and second, gain access to bank credit, to allow them to purchase new capital.
