The 2003 Mongolia Environment Monitors is divided into four sections. The first presents an overview of the state of land resources, and the pressures they face. The second, focuses on the relationshios amonf land, poverty and livelihoods, while the third outlines key features of Mongolia;s land managment legislation and institutions. The final section presents the main land management challenges. The information contained in this report has been obtained from many sources. These include reports published by government agencies, universities, NGOs, the World bank, bilateral donor agencies, and unpublished academic report.

This is a Research and training project. This report is organised as follows. Section 2 explains the methodology used in the fieldwork. Section 3 outlines the evolution of Mongolian pastoral institutions in general, emphasising elements of continuity as well as change between three distirict historical periods.
