Open Society Forum is now accepting applications for the monitoring program coordinator’s position.

Responsibilities:
The monitoring program coordinator is responsible for coordinating and providing methodological assistance to the projects supported by the NGO monitoring grants program. The Coordinator will work under direct supervision of the governance program manager and the executive director.

Required qualifications:

  • Prior experience, knowledge in the area of civil society sector. Experience in NGO monitoring is asset;
  • Experience with grant administration;
  • Strong analytical writing skills;
  • Excellent communication skills;
  • Strong organizational and planning skills;
  • Ability to work under time pressure;
  • English language proficiency;
  • University degree, preferably in social science or public administration.

JOB DESCRIPTION

Position
Monitoring grants program coordinator. The position is full time, on contract basis.

Responsibilities:
The monitoring grants program coordinator is responsible for coordinating and providing methodological assistance to the projects supported by the NGO monitoring grant program.
The NGO grant monitoring program is Open Society Forum’s (OSF) one of primary field which was launched in 2005. This program aims to contribute in building monitoring capacity of NGOs or “watchdog” function and supports NGOs in implementing pro-active monitoring activities of public service and policy implementation. The program provides grant funding to NGOs on competitive basis every year, and methodology assistance to support NGOs for their monitoring activities. Last year 15 NGOs received grants for their activities in the areas land allocation, custom, social service, license and court monitoring.

Duties:

Grants management

  • understand OSF mission and policy so as to be able to review and make recommendations on grant proposals, queries and grant competition criteria.
  • under guidance of, develop and administer grant competitions in accordance with OSF grant procedures; screen and provide timely feedback to grant applications and queries, and ensure prompt expert review of all eligible grant proposals.
  • track and maintain database and files on grant proposals and all ongoing grants.
  • administer and monitoring ongoing grants, including conducting site visits, reviewing all narrative and financial reports, approve grant payment requests; take action on delinquent grants;  provide written evaluation of all completed grants.

Methodology support

  • develop training curriculum 
  • conduct in-house trainings for grantees
  • prepare monitoring methodology manual
  • provide consultations to grantees

Administration

  • develop and maintain filing system of program documents.
  • maintain program contact database of all relevant contacts.
  • respond promptly to all requests for information and assistance; seek creative approaches to support people and organizations working to promote the grant program.
  • prepare quarterly and annual reports that summarize progress towards program goals, major accomplishments and areas for improvement.
  • develop, distribute timely public information, ads, press releases, conduct press events that introduce program, strategy, projects.
  • Comply with OSF personnel, conflict of interest, and other policies.

Financial management

  • prepare, submit, and keep files of budgets,  payment requests, and other financial documents according OSF financial procedures.
  • assist financial office to develop monthly reports on program budget, approved funds, and actual spending.

Reporting: 

The Coordinator will work under direct supervision of the governance program manager and the executive director.  The coordinator will closely coordinate with other program managers and finance department.

Required qualifications:

  • Prior experience, knowledge and interest in the field of civil society. Experience in NGO  monitoring is strongly preferred;
  • Experience with grant administration;
  • Strong analytical writing, editing and proof-reading skills;
  • Excellent communication skills;
  • Strong organizational and planning skills;
  • Ability to work under time pressure;
