The Communication and Information section of UNESCO Office Beijing is looking for a consultant to conduct a media sector analysis in Mongolia.
Media analysis in Mongolia is intended as a critical examination of the status, agents, functioning and results of the media system. It will identify prevailing trends, media strengths, weaknesses, as well as major constraints affecting media development and opportunities for improvement. It will examine the way in which the media system responds to the needs of the population in each province and at the national scale, and determine a coherent strategy for the sector's future development.
Major duties and responsibilities:
- Visit to all aimags to collect qualitative and quantitative data through interviews, questionnaires and inquiries. (The annual Media Monitoring Review issued by the Press Institute of Mongolia can be referred to for major quantitative data),
- Submit to UNESCO the report with the analysis of media sector in Mongolia at the provincial and national levels. It is up to UNESCO to draw its own recommendations based on the conclusions of the report.
Consultant's profile:
- At least 5 years professional experience in media sector,
- Previously completed assignments related to media sector/sub-sector analyses or diagnoses in developing countries,
- Excellent knowledge of English, both oral and written,
- In good health,
- Working experience in Mongolia, Central or East Asia is an asset.
Conditions of employment:
- Duration of the mission: 1 month, visiting Ulaan-Baator and all aimags,
- Logistical support and local interpreter will be provided by UNESCO and partner organizations in Mongolia,
- The consultant will work under the conditions of a standard UNESCO consultancy contract. The consultant is paid on a P4 level, and the assignment will provide for Daily Subsistence Allowance, and authorized travel expenses.
