Distance Learning Course on Community Information Services

This Community Information Services course is the first distance learning course offered by ADBI via the website using an open source learning content management system. The objectives of this course included identifying successful models of community information centers, debating key issues in operating such centers, examining policies that support them, drafting business plans for establishing them, and developing a website for an e-store,
After fulfilling the prerequisites of the course, participants were granted access to the online classroom. The online classroom contained lectures (video-streaming and self-extracting zipped files), tutorials, assignments, guidelines and templates, discussion forums, and chat rooms to facilitate learning in the online environment.  After viewing each lecture, participants were required to complete the review questions for that lecture. Participants were also encouraged to participate in forum discussions to exchange ideas and share their experiences with each other. After successfully completing all the assignments and passing die final exam, participants were qualified to receive certificates. They also evaluated the course at die end of their study.

Distance education, especially through the use of computer technology, is becoming a central focus of an increasing number of educational institutions, governments, non¬governmental organizations, and private enterprises. Many institutes are using new technologies to improve teaching and learning, communication, and to increase the accessibility of information to a wider audience. E-learning increases access to education by making it possible for students to fit their education into traditional lifestyles and work schedules. E-learning can also overcome barriers of traditional learning where multimedia technology in education makes it possible to illustrate and teach complex processes. Computer courseware can be effectively designed using a systems approach as well as by integrating appropriate instructional systems design principles.
However, the choice of the type of technology or tool for developing e-learning is no simple task, and is often decided by personnel who are not equipped with the technical knowledge or appropriate educational background to develop a course. Making the right decisions from the start is essential as e-learning supporting products are expensive.
The E-Learning Policies course was developed to provide an opportunity for participants to gain a better understanding of the benefits and limits of e-learning programs. The course included topics on the approach to choosing proper equipment and software suitable for e-learning, the use of learning content management systems, and methods of evaluating commercially available computer course ware. Last but not least, it intended to teach participants how to draft a plan to develop a multimedia computer courseware based on sound learning theories and instructional strategies.

The role of the Department of Human Resources, MoLHR is similar to that of ADBI in helping build capacity, skills and knowledge by training people from the private sector and aligning this training with the country's policy of making Bhutan a private sector-driven economy. As it has been seen that ICT skills are being applied in every field, the young entrepreneurs in Bhutan have not been able to keep pace with the development of ICT skills and e-business best practices elsewhere across the globe. The demand for ICT is changing because people are realizing that it allows them to access information in a faster and more effective manner.
The Department was able to train 25 people from the private sector in e-business strategies with the help of ADBI. With the will of the people to adopt e-learning and learn ICT as a means of doing business, especially by the young entrepreneurs, the Pilot Course on E-Business Strategies will go a long way towards helping us realize the benefits of ICT.
