The making of this book was itself a process of creating with others. It is affirming to see how the principles being examined manifested themselves in every phase of the book's construction. I am indebted to colleagues who helped me within individual discussions, interviews, and focus group sessions to explore and understand the process of creativity in relationships, groups, and the workplace.

As I said to my friend Steve Levine, I can't believe that I wrote this book during one of the most demanding winters of my life, and maybe this is what creating with others is all about. Vital and challenging interactions with people energize us and make it possible for individual expressions to flow from a larger interplay of cooperation, even when there appears to be little free time and open space for creation. Crowded, busy, and demanding conditions paradoxically served as the muses for Creating with Others.

Community, participation and empowerment are ideas whose time has come. Embraced by the World Bank as well as local and national governments, they offer an alternative to the market or the state for dealing with society's ills as well as reinvigorating democracy. Can they fulfil the expectations that are heaped upon them? Can they succeed where states and markets have failed? Or are they just window-dressing?

Public Policy in the Community explores the way that community and the ideas associated with it - social capital, civil society, mutuality, networks - have been used in policy and public debate since the 1960s. It asks how far existing approaches to empowerment and participation have worked, drawing on the author's own extensive experience and a wide range of examples from different parts of the world.
