The Open Society Forum (OSF) announces vacancies for two part-time Facilitators for the Developing Enterprises Locally through Action and Alliance (DELTA) project. OSF is committed to an open, non-discriminatory, equal opportunity hiring policy.
In cooperation with Local Government Initiative in Budapest that is experienced and got positive impact working with local communities on strategic planning for economic development in South East Europe, the Open Society Forum is planning to implement the project which aims to improve economic growth and performance through locally coordinated, integrated and multi-sectoral strategic economic development planning. The role and importance of public-private partnerships with vertical linkages to other tiers of government will be key to the project implementation in four soums that will be selected through competitive open tender.
The specific duties of Facilitator(s) will include the following:
- Acting as the chief liaison between the Aimags/Soums and the Project Manager and International Advisor;
- Visiting each Aimag/Soum 2-3 times per month to facilitate the development of the municipal strategies. Specifically, Facilitators will ensure that the tasks set out during the workshops are fulfilled by the municipal teams;
- Ensuring that adequate stakeholder involvement is achieved in each Aimag/Soum.
- Drafting a short "back-to-office" report, in English, after each Aimag/Soum visit. The report will highlight the progress (or lack of) being made and will immediately alert the Project Manager and International Advisor to any and all difficulties experienced;
- Assisting the trainers, if and when necessary, in delivering the workshop presentations. The training should be interactive through a combination of theoretical presentations, case studies, exercises, discussions and simulations;
- Facilitating the discussions and learning process during the workshops;
- Ensuring the development of the Local Economic Development offices in each Aimag/Soum
- Assisting the Project Manager, when needed, in arranging logistical matters.
General qualifications for the position:
- university degree;
- experience in training adults (for Facilitators);
- advanced working knowledge of oral and written English;
- practical experience working with Mongolian local governments;
- good computer skills, in particular usage of Word, Excel and Power Point;
- experience in formulating and executing development project or commercial budgets;
- understanding of local economic development concepts;
- commitment to engage in the project for 12-18 months.
