This year's Global Competitiveness Report conies amid a time of uncertainty for the global economy. On the positive side, despite a wavering US economy, most other industrialized countries have continued to grow briskly, notably the euro zone and Japan, where domestic demand has finally begun to pick up in 2007. This has been reinforced by the continuing rapid growth of several large emerging market economies, led by China, India, and Russia, which are expected to grow on average an estimated 9 percent in 2007.
Yet, despite this positive backdrop, a number of risk factors remain on the horizon. Oil prices still represent an area of concern, having risen back to record highs in the context of limited spare production capacity, and with the continuing threat of an oil price spike. On the trade front, the Doha round of trade negotiations— which began amid high hopes of a deal that would boost the global economy and reduce poverty—made no significant progress over the past year. In addition, protectionist pressures in a number of countries are a continuing concern, lately characterized by debates about the ramifications of investments made by sovereign-wealth funds.
More recently, the long-dreaded collapse in the US housing market finally materialized, with an impact beyond the expected contraction in domestic consumer rending. Initial fears of the global implications of a recession in the United States have grown into much larger concerns about international financial contagion stemming from the subprime mortgage crisis and ensu-ing global credit crunch. In a world where a crash in the US housing market can lead to an international credit crisis. it becomes ever more critical to prepare the global economy to cope with new types of financial risk. Policymakers are currently struggling with ways of intelligently managing these global risks, while preparing their economies to perform well in an economic landscape characterized by growing uncertainty. In an ambiguous global financial environment it is more important than ever for countries to put into place the fundamentals underpinning economic growth and development. The World Economic Forum has for many played a facilitating role in this process, by provid-ing detailed assessments of the productive potential of nations worldwide.The Report is a contribution to ma: our understanding of the key factors that
some countries are much more successful than others in raising income levels and opportunities for their respective populations. Thus it offers policymakers and business leaders an important tool in the formulation of improved economic policies and institutional reforms.
This year's Report is characterized by the continued expansion of our country coverage. Currently featuring a total of 131 economies, it remains the most comprehensive assessment of its kind. The Report contains a detailed profile for each of the economies featured in the study as well as an extensive section of data tables with global rankings covering over 100 indicators.

AWDO is a new publication commissioned by the Asian Development Bank (ADB) in view of the increasing importance of water in the future development scenarios of the Asia and Pacific region. In recent years, water has steadily gravitated toward the top of the national agendas of ADB's developing member countries. This is a desirable development because water is an essential requirement for human and ecosystems survival. In addition, water is a critical component for most development needs. Without adequate quantity and quality of water, it will not be possible to ensure food, energy, or environmental security of nations.AWDO is aimed at Asian and Pacific leaders and policy makers and those interested in understanding the complexities and dimensions of the current and the future water problems, and how these can be addressed successfully in policy terms. Its main objective is to raise awareness of water-related issues and to stimulate an informed debate on how best to manage Asia's water future. These are important and complex issues, and their timely management can contribute to the achievement of all the water-associated Millennium Development Goals and beyond.
AWDO 2007 is ADB's first attempt to make a forward-looking assessment of the possible water future for the most populous region of the world. It is now increasingly being recognized that water is likely to be a major critical resource issue of the world, and that the social, economic, and environmental future of Asia is likely to depend on how efficiently and equitably this resource will be managed in the coming years.

Уур амьсгалын өөрчлөлт нь XXI зууны хүний хөгжлийн зорилтыг тодорхойлогч хүчин зүйл юм. Энэ сорилтын эсрэг хариу арга хэмжээ авахгүй байх нь ядуурлыг бууруулахад чиглэсэн олон улсын хүчин чармайлтанд саад тээг болж үр дүнгүй болгоно. Хамгийн ядуу улс орон, хүмүүс энэ асуудлыг үүсгэхэд хамгийн бага нөлөө үзүүлсэн ч гэсэн тэд нар хамгийн түрүүнд, хамгийн хүнд хохирлыг амсах болно. Ирээдүйгээ харвал сул дорой юмуу хүчирхэг гэж ялгалгүй ямарч улс орон уур амьсгалын өөрчлөлтийн нөлөөллөөс ангид байж чадахгүй.

Хүний хөгжлийн илтгэл 2007/2008 уур амьсгалын өөрчлөлт нь олон төвшинд сорилтууд тулгарч байгааг өмнө тэдний хувьд нийтээрээ хуваан хэрэглэдэг цорын ганц зүйл болох дэлхий гаригийн байгаль орчныг яаж удирдан жолоодох вэ гэдэг сорилтын талаар бодож сэтгэхийг тулгаж байна. Энэ нь нийт улс орон, үе үеийнхний өмнө нийгмийн шударга ёс болон хүний эрхийн талаар бодохыг тулгаж байна Энэ нь улс төрийн зүтгэлтнүүд болон баян орны нийт хүмүүсийн өмнө энэ асуудал үүсэхэд гүйцэтгэсэн түүхэн үүрэг хариуцлагаа ухамсарлаж, хүлэмжийн хийн ялгаралтаа бууруулах шийдвэртэй арга хэмжээг эртнээс авч хэрэгжүүлэхийг шаардаж байна.
